Swachh Bharat Mission: From Behaviour Change to Social Change:

-open defecation poses serious health risks.
-50% of the rural population of India continues with this traditional practice.
-causes lot of inconvenience and uncomfortable situations for the womenfolk.

PM Modi launched Swachh Bharat Mission (SBM) on October 2, 2014.

SBM is envisaged to be a community-led people’s movement with focus on behaviour change and not just construction of toilets.

-To improve the levels of cleanliness in rural areas through solid and liquid water management activities and making Gram Panchayat Open Defecation Free.


Objectives of Swachha Bharat Mission (Grameen):

i)Improvement in the Quality of Life.
ii)To accelerate sanitation coverage in rural areas to achieve the vision of Swachh Bharat by 2019.
iii)Awareness creation- Through Health Education.
iv)To use Cost Effective and Appropriate Technology, which are ecologically safe and sustainable sanitation.
v)Community Participation.

Sanitation being a state subject, the focus of the strategy is to move towards a ‘Swachh Bharat’ by providing flexibility to state governments to decide their implementation policy and mechanisms.

Some Ways of Govt. by which it is Promoting :


-Tapping the CSR opportunities created by Companies Act 2013.

-‘Swachh Vidyalaya Swachh Bharat’ by MoHRD : initiative to have a functional toilets in elementary and secondary schools.

-'Swachh Bharat Kosh'


-'Swachhta Pakhwada'


-At district level,District administrative bodies along with civil society: by doing activities like ODF Olympics, Gaurav Yatra,Awareness Building.

-Internet and Social Media
 

Challenge-

i)lack of acceptability and ii)proper usage of toilets in certain rural areas still remains a major challenge.
iii)It needs a behavioural attitudinal change at the individual level.

THE DEVELOPMENT OF PROGRAMMES FOR CLEANLINESS
:--
i)Central Rural Sanitation Prog. in 1968: aimed to provide privacy and dignity to women.

ii)Total Sanitation Campaign(1999):Promote local sanitary Marts

iii)Nirmal Bharat Abhiyaan in 2012: Community led and People Centred, mgmt. of Solid and Liquid Waste Management.

iv)Swachha Bharat Abhiyaan:•Eradicate open defecation
•Build 12 crore toilets by 2019

Some Good Changes Seen :
It is heartening to note that youth, teachers and women have pitched in to help change behaviour, becoming Swachhta champions in the process.

While some villages have allocated a weekly day, others have nominated Swachhta Doots to monitor the sanitation drive.

2)Swacchta Pakhwada: When government leads by example


Swachhta Pakhwada denotes a fortnight-long cleanliness drive. It was envisaged by the PM to keep the momentum of Swachh Bharat Mission going throughout the year.

various ministries are required to draw up an action plan and upload it on the online monitoring portal of the MDWS- Swachh Sameeksha which is connected with PM’s mygov.in.

The Pakhwada performance by Ministries and Departments is being reviewed regularly at senior most levels in the government.



The Swachhta Pakhwada initiative has successfully involved all government ministries to clean up areas that come under their purview. For example:
 World Heritage Day becomes an occasion for cleaning Heritage sites.
 International Labour Day for cleaning factory premises.
 On youth day, one sees NYKS, NSS, NCC and Eco-club volunteers taking up sanitation exercises in streets and lanes.


MDWS has decided to institutionalise ‘Best Pakhwada Award’.

So Govt. is leading by setting examples and we as Individuals must emulate these actions and fulfil our duty of keeping our locality clean.
